Actually been mentioned on this board, and I think it's a coincidence. They're tiered by gen, so Espeon and Umbreon were going to be opposite each other no matter what.
Though I suppose it is interesting that, though tiered by gen, they are in perfect Pokedex order... except Leafeon and Glaceon, who are switched.
