ALLOWED: -adding up to a maximum of 3 new moves into its movepool -replacing up to 2 different abilities (this rule is here for technical reasons, as you can only still have one ability per Pokemon) -change its type, but it must keep at least one of its canon types, so realistically, this allowing can only be applied to dual-typed Pokemon
NOT ALLOWED: -changing base stats -changing the mechanics of the game in any way. including but not limited to type effectiveness, move effects, ability effects etc.

Seriously, that's hard. It is too frail to last long at all and would need a stat boost or Light Ball boost to survive Tackle in Ubers... It would need a niche though...
Give it Prankster instead of Static, make Lightningrod it's main ability. Prankster Pikachu would be able to Paralyze anything except for Ground types. Then it could either boost its Speed or Special Attack with Agility and Nasty Plot respectively. It would need some movepool help though. It could also be guaranteed Wish.
Give it HM learnable Surf for coverage. Maybe Aura Sphere wouldn't be too much of a stretch because of its special quality. Just fitting it on a Rain Team would do well. 100% Accuracy Thunder, the ability to paralyze, and the possibility of using Lightning Rod could be useful.
