What if instead of having gyms that are about a certain type of Pokemon....

There are gyms that are about certain strategies?

One leader can be about using a Attract,Toxic, and Double Team combo. Another leader use a lock-on/mind reader and high damage low accuracy combo. etc you get the point.

And I guess to make it a bit easy there will always be one wild Pokémon in the area that you can capture to help counter the leader.

Just because each gym specializes in a type it doesn't mean that they didn't try to employ strategies within that type. In Red and Blue Version alone you have Brock focusing on defense, Misty on offense, Lt. Surge on paralysis, Koga on poisoning and sleep, and Blaine on burning. Sure it's not the most elaborate strategy, but that doesn't mean they didn't employ them.

Orre's single gym leader focused on Evasion if I'm not mistaken. What if it had other gym leaders with gyms based on stats?

That would be interesting:

1. Accuracy
2. HP
3. Evasion
4. Atk
5. Def
6. Sp Atk
7. Sp Def
8. Speed

The problem with this is that by the time you get through the trainers in the gym, you'll have learned a way around the strategy that the gym leader uses. Just have the gym leader use one of those strategies while also conforming to one type. =P
