Games are usually in development for quite some time before their even announced, check out youtube developer interviews for proof.

Likely several years now. They could've even had a smaller team beginning to work on the engine after the release of B/W, and dedicated their entire efforts to X/Y after B2/W2.

I'd say they probably have been working on this since the release of BW. When they started and how the process has gone since then, I'd have no idea (obviously). But pokemon Generations generally last 3 or so years. Not too surprising when you think about it.
