It has some use in double battles with Tailwind and Earthquake immunity.

Unfortunately, that's about it.

If you're using Oikaze tailwind, isn't your Flygon basically risky as Flybait?

Just a nickname, what I'm saying is you're risking a turn using the move, which kind of turns your Flygon into bait. In a way. I'm not a big double battler so I can't picture the whole scenario.

Yeah, you need to find an opening to use it, or use prediction. You definitely want to be careful using Tailwind on Flygon when something like Starmie is around. You can pair a Tailwind user with a Fake Out user to boost your chances of pulling the move off. Even if your Tailwinder is KO'd, you can send out some slow, strong Pokémon to outspeed and crush the enemy.
