Spikes and Toxic Spikes (in Gen II)
Whatever effect they had in Gen II, they are a major force now, and they paved the way for Stealth Rock, the best example of this.
Rain Dance/Sunny Day/Sandstorm (in Gen II)
As moves, they are useful, but not overwhelming. However, without the moves, we wouldn't have had the Abilities, and the Abilities are nothing short of metagame-defining in Gen V, especially Drizzle.
A chief contender for the best boosting move in the game. Very few moves can define a set; this is one of them.
