NO, now that is beyond even the most hackworthy of hackers. Its most likely you'll get noticed very quick and banned too.
The way I see it, with how the app is being explained, if the Pokemon is gifted to you via a non Nintendo method, doesn't it show up on the Pokemon's information that it was received in an event gift that doesn't exist?
Also, properly hacked Pokemon can't be
proven to be hacked. Official tournaments can check the IVs and EVs of your Pokemon, and realistically, having 31 IVs across the board on every single one of all of your Pokemon's stats is impossible, it's not actually impossible. If they decide to disqualify you despite that depends on the tournament organizers, as there is no actual way of proving people who properly hacked their Pokemon as guilty, they can only assume his luck was highly improbable.
It's more then likely that some (or a lot of) people who have entered Pokemon tournaments have hacked their Pokemon, it's not as if legit IV training is thought to be a good or fair mechanic among the competitive community.
