Chilled: The affected Pokemon loses 1/8th hp per turn (same as a burn) and has its SpAtk reduced by 50%. Ice-type pokemon are immune to it. The abilities Flame Body and Magma Armor also prevent it. Ice-type attacks which had a chance to Freeze now have a chance to Chill (ex: ice beam = 10%, blizzard = 30%) In addition, a move called Frostbite will be available by TM to most ice-type Pokemon and very few other types. Frostbite has 75% accuracy and, if it hits, it afflicts the (single) target with Chilled. A Will-o-Wisp equivalent.
Now, here's another catch: Any Burned Pokemon hit by an attack which can cause Chilled is automatically Chilled instead of Burned. And, vice versa, any Chilled pokemon hit by an attack which can cause Burn is automatically burned instead of Chilled.

I like how it's a special counterpart to Burn, but at the same time I kinda don't want to get rid of Freeze. It's a good concept, though.
