What is a better move, Max Happiness Return or Min. Happiness Frustration?

They're equal.

But the former is easier to obtain, so Return.

Seeing as it's far easier to keep happiness at max than it is to keep it at min, Return.
Both moves are equally powerful at full power anyway.

They both have have the same base power but it is much easier to get to get max Return than Frustration.

Return, If I remember correctly Max Happiness Pokemon have less of a chance of hurting themselves in confusion.

If you actually beat something with Frustration without your Pokemon fainting, Frustration's power literally goes down because your Pokemon gets happy.
In order for Frustration to keep its power, your Pokemon needs to faint constantly and you have to use lots of herbs on it. And you have to take as few steps as possible.
I'm not easily impressed; I'm usually oblivious to whatever's in front of me.

Only someone like Ghetsis could possibly use Frustration to the fullest.
