They both have have the same base power but it is much easier to get to get max Return than Frustration.

Return. If you actually beat something with Frustration without your Pokemon fainting, Frustration's power literally goes down because your Pokemon gets happy. In order for Frustration to keep its power, your Pokemon needs to faint constantly and you have to use lots of herbs on it. And you have to take as few steps as possible. --- I'm not easily impressed; I'm usually oblivious to whatever's in front of me.

Only someone like Ghetsis could possibly use Frustration to the fullest.
