Seriously though, Mewtwo was whipping up hurricanes back in the first Pokemon movie and the awesomeness that is Volcarona has six friggin' wings, so don't whine about them getting Hurricane. Zapdos doesn't get Hurricane either, but you don't hear Zapdos fans like me cry about it. Why? Because Zapdos is already a good Pokemon.
Rayquaza is a dragon with wind powers and is the freaking guardian of the sky and he doesn't even learn Hurricane either. --- I'm not easily impressed; I'm usually oblivious to whatever's in front of me.
