Well, haze doesn't stop people from running swords dance, quiver dance , or shell smash, now does it?

Not to mention abilities like sand veil alongside brightpowder.

Even using Psych Up wouldn't help because it'll just double the amount of coin flipping involved.

Gravity?

Maybe this Gen will either take Double Team down from TM Status, or make more perfect accuracy moves with a higher power and/or wider distribution. Could also introduce a move or a few that increases power based on the foes evasion alongside either removing it and/or perfect accuracy.

Everything in Pokemon has a counter. That's not the point. The point is that some counters are just too niche. With only 4 move slots per Pokemon, I'd sooner run a couple of Unaware Pokemon rather than waste moves on those. It really doesn't help either that evasion has such ridiculously wide distribution.
