He's based on Warren Buffett. His name: Wa. Buffett -> Wobbuffet

His high HP represents Warren Buffett's wealth.
His access to Counter and Mirror Coat represent his huge influence on the world through finances
Destiny Bond refers to the fact that he's a bigtime investor who can bring you down with him
Safeguard refers to how rich people have the ability to protect themselves
