Why would be Lugia in OU be broken?

Honest question.
It was never tested in OU as far as I can tell, so how can we be sure that it would be too powerful in that tier?

Yes.
Multiscale is negated by SR and sand/hail damage, both of which are very common.
Roost actually makes Lugia vulnerable to Bug (Scizor's U-Turn says hello) so it's not as good as it sounds.
Its defensive type sucks and 90/90 offenses are pitiful.

I still don't see what's so good that the very thought of Lugia being merely tested in OU is a sin.
