multitype- once the plate is placed on arceus it absorbs the plate permanantly, changes ability to pressure

That would actually be a boost so that Arceus can hold an item AND have its Multitype boost...

Stealth rock's damage is capped at 25%(2x and 4x weaknesses both get hit with 25% damage)

The downside could be that the change is irreversible, once you choose the type, it's stuck as that type.

My two cents on nerfing Stealth Rock:

- Damage minimum of 6.25% and maximum of 25%.
- Doesn't affect Pokemon replacing a fainted one.

These changes make it so that damage is only dependent on the message received when the Pokemon would be hit with Rock-type moves (It's not very effective, no message, and It's super effective). Also, only hitting Pokemon switching manually makes sense since Stealth Rock appears to be sentient. The trainer has no choice when they replace a fainted Pokemon, so it would make sense for Stealth Rock to decide not to hit replacement Pokemon. Spikes and Poison Spikes would continue to damage replacement Pokemon since they are truly inanimate.

Judgement: Does not receive Plate bonuses.

It's a 100-accuracy, 100-Power, guaranteed STAB move that can be any type. Does it need to get bonuses from the Plates too? Either that or make it only receive STAB on Normal Arceus but still get all the other bonuses.

No.

But a Pokémon that could use NERF (TM ) product to attack? That would be awesome.

Pokémon used NERF Soccerball-with-chunks-missing!

Realistically... Drizzle, Drought, Sand Stream, and Snow Warning now only last 5 turns, as though the Pokemon had used the relevant activating move for free, or 8 turns if the relevant item is being held.

Serene Grace can't increase the added effect chance of a move beyond 40%.
