There's currently no way to get rid of weather conditions in OU without introducing a new one yourself. If there was a decent Pokemon with the Cloud Nine ability, then weather might not be able to dominate so easily.

Effect: Clears all entry hazards (Both sides) and weather conditions. These effects will occur, even if the move misses.

The issue with Cloud Nine is the weather resumes as soon as your Poke switches out. My idea would be an attack version of Air Lock.
