What'd probably be best without going overboard is adding Water to its resistances and removing its weakness to either Rock or Fighting. Both those types need an offensive nerf, anyways. Fire makes too much sense to remove and Steel is already a lousy offensive type (as it should be).

Make Ice resist Water, Bug, and maybe Ground, and make Hail raise the Defense of Ice-types.

Possibly raise the damage it inflicts.

No, leave ice the way it is, it's that way for a reason. ice is fragile and that's how it is represented in this game. not everything needs to be god tier, everything needs drawbacks & such

How many times do I have to explain this?

If water is still a liquid, it's warmer than the ice it's touching.
If ice is touched by something that's warmer than it, it warms up and melts.
So if water is touching ice, the ice melts.
Ice should not resist Water.

I'm not easily impressed; I'm usually oblivious to whatever's in front of me.

This is real life logic. We need RPG logic.

Do you realize that depending on the temperatures and masses involved it can work the other way around too?
That's exactly why hail exists.
Ice and water should resist each other.

I'd like an ability called flash freeze that raises defense one stage and negates water moves.

This.

Ice is meh on the defensive side while amazing on the offensive side.

The problem is that Ice as a Pokemon type is downright unusable.
