There is a difference between hardest to find and hardest to catch...

Still, the roaming legendaries from G/S/C and FR/LG easily take the prize of hardest to catch: not only do they change their locations randomly (as opposed to moving to adjacent locations like the others), but they have Roar to negate trap moves/abilities (IIRC, Suicune in FR/LG is an exception to that) and in FR/LG, if they use Roar to end the battle, you lose them PERMANENTLY.

most people will just master ball legendaries though.

I suppose that proves my point, then? :P
I mean, if players don't bother and go straight for the Master Ball, isn't this evidence of how hard to catch they are?

I ran into a lot of feebas and I only found one Chimecho in my 100+ hours of emerald.

Which was the game that let you catch wild Beldum? Because it was that one.

Stupidly high catch rate, in a sand storm so you pokemon take damage, and it only knows Take Down so you can't really whittle it down because it will kill itself.

people complaining about Red and Blue Safari Zone had no knowledge of the Cinnabar Island method. I got most of my Safari Zones there because they could be fought with Sonic Boom, Ultra Bald, put to sleep, etc.

RSE Relicanth would be it for me due it getting low health then using a recoil move.

Gen I: Zubat..
Gen II: Zubat.
Gen III: Zigzagoon and Linoone.
Gen IV: Bidoof.
Gen V: Patrat and Wachog.

I had so much trouble finding these...

Gen 3 had the hardest for me.

Took a couple hourse to find chimeco.
Another hour to find skitty.
And then about another one to find feebas.

Im gonna say Munchlax for hardest to find, and one of those damn roamers for hardest to catch

All of them. Every single damn ONE. One time I had amazing luck and caught Entei with a Ultra Ball on the first try though
