CAP in general is a pretty neat idea. Take a battle concept, throw it out to the community, and together they make the pokemon.
I believe Colossoil actually had a variation of Magic Bounce before Magic Bounce was created.

Smogon was actually concerned its ability would be OP.

They are pokemon created by the smogon community for certain playlists on their simulator to test new strategies, abilities and type combinations that may not currently exist.

For example, how would a pokemon work out if it could learn sketch once, but had some excellent stats to use it with? Or what if we had more viable fighting and rock special attackers? Or how would steel/ghost, theorymonned as one of the greatest defensive combinations possible, work out?

It is interesting at times though seeing what they come with, since iirc they came up with ground/dark, dark/fighting and electric/dragon before Krookodile's line, Scrafty's line and Zekrom were created.
