well in this case i can see why there might not be a tie...but in the case of both pokemon getting ko'd by a sandstorm, wouldn't that be a tie?


I did that against Red in SoulSilver with the hailstorm.
After the battle, an epic staredown ensued...

Red won and got my money.


CPU needs some advantages for having literally no intelligence and the inability to switch Pokemon unless none of their moves can touch you.

In-game: The AI.

Competitive: Debatable. I don't know what the official policy on that is. All I know is that Wobbufett vs. Wobbufett in Gen III, where they both had Leftovers, was ENTIRELY UNWINNABLE.
