Honestly, I think an ability tutor who can change your pokemon's abilities between the (up to three) abilities available to any given species of pokemon would be the best approach.

If we're doing ability tutors, why limit Pokemon to three abilities at all? I'm fine with saying that, for example, Whimsicott can get Prankster or Infiltrator naturally, Chlorophyll from Dream world or this ability tutor, Cute Charm from that ability tutor, and Friend Guard from that other ability tutor.

I like the tutor idea, but really, almost anything is better than Dream World.

Dream world was really just... just awful, yes. And @Twilight_Sonata, allowing any pokemon to have any ability could lead to some of the most broken nonsense ever (Wonderguard Spiritomb/Sableye, Drizzle or Drought anything, etc.)

Who said anything about any Pokemon having any ability? We have move tutors, don't we? But they won't teach any Pokemon any move, will they? So why think ability tutors would be any different?
