Is it true charizard has a sp atk base stat of 109?

Fire-types have always been the underdogs of the metagame.

Plus my point was that before SR Charizard was a higher tier
PS BL means it is too strong for UU but not used enough for OU

Smogon's Gen 3 BL tier is completely messed up.
Jumpluff is BL in RSE. Just saying.

I'm pretty sure Charizard would be mediocre even in UU in Gen 3.

Yes, it has a Sp. Atk. of 109. If I didn't miscount (which I probably did; it's a lot of Pokémon), it's tied for 90th-highest Sp. Atk. with Typhlosion.

Pokémon with higher Sp. Atk. include Haunter, Ampharos, and Cacturne.

That's its Hidden Ability that cripples it further due to it having half HP in the first place.

Indeed. I'd love to see Fire and Ice versions of Stealth Rock to compensate.
