Mach 2, actually, or roughly twice the speed of sound.

Latios is also said to be able to fly "faster than a jet" (so at or around supersonic speeds), and Ninjask can move around so fast it actually becomes invisible to the human eye (or faster than our brain can perceive it).

Deoxys Speed Form is probably crazy fast as well, but even though it appeared in the Advanced Generation Pokemon Ranger/Deoxys special ep, I don't think we've been given any indication of just how fast it can actually go.

the problem with fastest traveling pokemon you need to state on land sea or air cause if im not mistaken lapras is the fastest sea pokemon so you need to determine 3 factors sea, land and air

If I remember right the pokedex states poliwrath is the fastest swimmer

The Sapphire Dex entry for Golduck explicitly states Golduck is the fastest swimmer.
Although Kyogre is faster in base Speed...
And Golduck didn't have Swift Swim until Gen V...
