The whole idea of being ENTRY hazards is that the pokemon has no way of being sent out so that it does not immediately run into the hazards.

Stealth Rocks are in front of the trainer when he sends out Pokemon, right?
Right where your previous Pokemon was.

Why don't trainers just put their Pokemon next to the rocks?
