So, counting games with the battle system of the main games:

RGBY (4 games; 2 "duplicates")
Stadium JPN/1/2 (7 games; 2 "duplicates"; 1 never released in America)
GSC (10 games; 3 "duplicates"; 1 never in America)
RSE (13 games; 4 "duplicates"; 1 never in America)
Colo/XD/Battle Revolution (16; 4; 1)
FRLG (15; 5; 1)
DPPt (18; 6; 1)
HGSS (20; 7; 1)
BW (22; 8; 1)
B2W2 (24; 9; 1)

So, there are 24 games in the series; one never came here, and nine of them are "duplicates". That leaves 14, plus one for X/Y, so 15. I suppose he got 12 without either Stadium/Stadium 2 or Colo/XD.

The games are different. Black/White and Black2/White2 were very different if you pay attention. The previous gens are no different in that regard. They cannot be classified as the same game just because they have the same overall setting. That's like saying two Houses that have Identical interior and Exterior are one and the same. They are different in many ways. There's a difference in Wild Pokemon and if you happened to play Red Blue or green on a GBC then you would see a difference in the tint. It's subtle differences up until gen 4. Then it started with Environmental differences. Just because something is similar does not make it the same. Twins can look identical but have different personalities.

My point for the TL;DR

Categorizing two similar objects as the same is ignorance.

No, they made 5 games. They just reskinned the box art and swapped around the content a bit.
