I had an Electabuzz in my White 2 team but it didn't learn any good moves so I ditched it for an Altaria and quickly traded it to my White 1 to learn Dragon Claw, but it still does horrible damage. Then I checked its base stats and wow they are horrible. Both attack and special attack are only 70 and everything else is as mediocre except special defense.

Why does Game Freak intentionally make some Pokemon worse than others? Altaria is a fully evolved Pokemon so treat it right. Do they want people to use overused Pokemon like Lucario and Haxorus?

It's more of a bulky Dragon-type. It's stats aren't horrible.

Funny thing is Shelgon does the Bulky Dragon thing better than Altaria.

It's not even that bulky, especially with it's 4x Ice weakness.
