Quiz day 1: Dragonites most feared threatening move to encounter is dual chop. While blizzard could do the most damage, you need hail to make a 100% confirm hit and an ice gem to ensure instant kill. Seeing that this quiz excluded items, that 50% boost would fail to exist
Dual chop is also a two hitter move, canceling out on effects on the opposing pokemon: sturdy, multiscale. Landed by a pure glass cannon (hax) could resist a possible nail in a coffin for dragonite.
Multiscale may cancel out the first hit, reducing to only 40 damage (actual hit on weakness doubles 40 x 2 making it 80) however, the second hit will ensure a good 80. This includes whatever attack stat percentage that pokemon has during the attack.

A good lesson to learn.

And why isn't Ice Beam a more "threatening" move, over Dual Chop?

95 (Power of Ice Beam) times 4 (Dragonite is times 4 weak) = 380
380 divided by 2 (Multiscale) is 190

40 (Power of Dual Chop) times 2 (Dragonite is times 2 weak) = 80
80 divided by 2 (Multiscale) is 40, then add... 80 for the second hit.
(40 (Power of Dual Chop) times 2 (Dragonite is times 2 weak) = 80)
So 40 plus 80 is 120

190 (Ice Beam) > 120 (Dual Chop)

Latios. 130 Sp. A + Choice Band/Specs + Draco Meteor + Contrary.

Also, wouldn't it be Ice Beam over Dual Chop outside of the battle system of PMD: Gates to Infinity (in which Multiscale does not exist, and neither does Dragonite)?

Ice Beam: 95*4 = 380 / 2 (Multiscale) = 190.
Dual Chop: 40*2/2 + 40*2 = 40 + 80 = 120.

So unless there are items (which you banned) and STAB on the Dual Chop but not the Ice Beam, I see Ice Beam as the real problem--just like most Dragonite prepare for, giving him a Yache Berry.

Um TC, any of these pokemon with contrary and a move that drops stats would be broken.

Infernape boosts its terrible defenses every time it uses close combat.
Machamp's Guts boosted attack stat goes up every time it uses superpower
Hitmontop boosts it's best stats when it uses close combat
Latias, Latios, and Roserade boost their enormous special attack stats every time they use leaf storm or Draco Meteor.

I'd have to say Latios would probably be the most broken probably because of it's speed.
