Sounds like it would be for Rayquaza (as if he needs more power xD).

Tornado is fine--just a Flying-type EQ. However, you have to remember that it would pair with Earthquake to outclass BoltBeam; just have something to deal with Bronzong, Skarmory, et al (which your Flame Charge 2 (imaginative name) or Fire Crunch would do) and you've got unresisted coverage.

Dragon Flare... is overpowered. 120 Power moves:

Mega Kick (75% accuracy)
Thrash (confuses after 3 turns)
Double-Edge (recoil)
Hydro Pump (80% accuracy)
Blizzard (70% accuracy outside of Hail)
SolarBeam (has a charge turn outside of Sun)
Petal Dance (confuses after 3 turns)
Thunder (70% accuracy outside of Rain)
Fire Blast (85% accuracy)
Zap Cannon (50% accuracy but always paralyzes)
Outrage (confuses after 3 turns. Is also the same type as Dragon Flare, just Physical)
Megahorn (85% accuracy)
Superpower (lowers Attack and Defense)
Volt Tackle (has recoil; signature move)
Close Combat (lowers Defenses)
Flare Blitz (recoil)
Focus Blast (70% accuracy)
Brave Bird (recoil)
Power Whip (85% accuracy)
Gunk Shot (85% accuracy)
Wood Hammer (recoil)
Magma Storm (75% accuracy; also a signature move)
Seed Flare (85% accuracy; signature move)
Shadow Force (2 turns)
Hurricane (70% outside rain)
Head Charge (recoil; signature)

"Flame Charge 2" is the worst move name I've ever heard. Good concept though.

So... Rock Blast, but stronger and less accurate?

We've needed a freeze move since Will-o-Wisp was added in Gen III. Just don't give it to a No Guard Pokémon.

Crunch moves and Mystic Power are good.
