For a lot of in-game challenge runs, the entire Chikorita family is actually really good. During self-imposed challenges that limit item use, restrict leveling, and require reloading from the previous save point if a Pokémon faints, the Chikorita line's durability and self-healing can be really useful.
In one playthrough in which I could only use unevolved Pokémon with base stats below a certain threshold, I found that an unevolved female Chikorita was one of the only Pokémon that could consistently win against Whitney's Miltank without requiring any item use...by outlasting it. By first paralyzing Miltank with another Pokémon's Thunder Wave (to prevent Stomp from causing flinching) and then switching to Chikorita, Chikorita could stall out Miltank through a combination of Reflect and Synthesis. Miltank ran out of PP for Milk Drink before Chikorita ran out of PP for Synthesis, and then a few uses of Razor Leaf knocked it out.
Oh, yeah, and of course the entire Chikorita line is adorable.
