Thanks! Sometimes I think that after Gen III, GameFreak may have wanted to make two pseudo-legendary lines the new standard at first. This scenario also fits into the glaring lack of Fire-types in Sinnoh pre-Platinum. Heatran becoming legendary and thus the lack of its hypothetical pre-evos would have been the reason that Chimchar was the only new Fire-type line in Sinnoh.

Yup. Oak nearly explicitly states that the three birds (Articuno, Zapdos, Moltres) migrated from Kanto.

Lati@s in HGSS is a little more foggy, but Steven does seem to imply that they're the same Pokemon that roam around Hoenn.

In the games, I usually view added legendaries as non-canon unless they're specifically commented on by an NPC. This especially applies if the appearance is outside of their home generation. Examples of this are the legendary beasts roaming around in FRLG, Mewtwo and the birds in HGSS, Giratina in DP. This also includes all legendaries used in battle facilities and the like.

As far as the anime goes, legendaries are handled very different in general. The only time they're given real legendary status is in the movies; otherwise, they're just considered very rare or powerful. One of the few legendaries to keep it legendary quality in the tv series is Ho-oh.

Having legendaries =/= being a competent trainer. Or maybe they don't find the League terribly interesting at all - I sure don't, considering all the type specialists.

I don't know if you intended it to sound this way, but not only did it sound like you took my post as a literal question, but you're also speaking of the Pokemon world as if it is a real...thing, or that the NPCs could be 'competent.'

It's an oft-asked question and worthy of an answer. Also did you read the OP? TC talked about legendary Pokémon "lore-wise" and "in the Pokémon world" which would imply...yeah.
