How come my Pokemon can only use its last attack?

I'm a newcomer to Pokemon, and I'm playing on Pokemonshowdown. I notice a lot of times after attacking a Pokemon, it sometimes forces my Pokemon to only use that last attack (or switch out).

Is there an ability or item that's doing this?

It is a Choice Scarf/Band/Specs.

They restrict you to one move, but increase your Speed, Attack, and Sp. Attack respectively.
