I think I realized why Gen 3 is not getting a remake

More land means more caves which means Zubat.

More water means more water routes which means moar Tentacool and Wingull.

Throw in Silver's whinings for Gen 2. And Blue's unjustfied smugness for Gen 1 (he supposedly was always one step ahead of you every time, still you mop the floor with him every single time and yet he insists he is better, seriously, WTF?)

You want to be the very best and team rocket ain't getting in your way
They want power and money
Giovanni realized that Red was much more powerful than him

Gen 2
They are just fragments of team rocket. Giovanni had enough power and charisma to make the fragments loyal to him even after he disbanded the team.
The second half of the story is just Gold overthrowing Red as the best pokemon trainer. I'd say the simplicity makes aids in this.

I'm not saying that these are the best plots, but I am saying that they are functional. Gen 3's story is not functional.

Gen 1 and 2 reinforce this concept a lot better because you actually win against your rivals because your pokemon are friends with you and theirs aren't. Gen 3 has no contrast to show this.

From the MC in Gen 3's point of view, Aqua and Magma are just nuisances he/she has to take care of so they stop being in the way, like Rocket before them to Gen 1 and 2's MC's.

In my opinion, having an objective, albeit a stupid one, is better than having none.

But Team Rocket wasn't in your way, Red went out of his way to fight them. The only time he actually has to fight a Rocket member is in Cerulean.
-Digging fossils in Mt. Moon, do nothing to Red
-Nugget Bridge, Red has to fight
-Stole guy's TM, Red doesn't have to do anything
-Game Corner, Red has no reason to get involved
-Pokemon Tower, Red has no reason to get involved
-Sliph Co., Red has no reason to get involved
-Giovanni calls it quits

Giovanni's goals were never explained.
"Yeah so i want fossils, we're not going to do anything with them, i just want them."
"We have a base under the Game Corner to make money, not going to say why."
"You ruined my Game Corner plan, now I'll just go with plan B and go do something at Pokemon Tower, I won't explain what I'm doing, but I'll be doing something."
"I want the master ball, just because."
"Oh damn, guess I'll just go home then."

Gen 2

You have to get out of your way to foil all the evil teams. But from Gen 3 onwards (not counting remakes for this), you at least know why they do things. In Gen 1 and 2 you get sidetracked by Team Rocket without you knowing what for.
