Electro Ball: Electric Special BP: 80 Instead of using the attacking Pokemon's Special Attack, this moves calculates damage based on the user's Speed.
It will be godly on electrode, and on other Pokemon it will be an interesting trade off.

Nono, he means that the move would consider your special attack to be equal to your speed stat. A pokemon with 300 speed and 100 satk would hit the opponent with an 80bp move at 300 satk. --- A person is a person, no matter how small. -Horton Still a Safe Haven Knight.

Pachirisu will actually have a decent attack to use. Electivire will get a good "special attack" while running a physical set. Agility/Motor Drive Emolga will be quite threatening with it and Baton Pass
As much as I love Electrode, 300 or 400 Sp. Atk. on it without setting up is a bad idea.
Edit: Wait, I think I understand this now. It does kind of make sense from a flavour point of view (never understood Electrode being able to learn moves based on thunderstorms in the first place). Electro Ball could be kind of a signature move. Sort of.
