I do. They belong as functions. I never understood how surf or dive was an attack indoors.

I don't care. Frankly, if you're unable to work with 3 moves while playing the main game, you're doing something horribly wrong. And a handful of the HM moves are actually pretty decent.

Same could be said for moves like Dig in water areas, or any explosive based move indoors that doesn't cause any damage. It's not supposed to make sense.

I think the reason is so you can't forget them at a particular time and get yourself stuck. However they could fix that by making it impossible to remove the HM items from your inventory (so you could reteach it immediately upon getting yourself stuck), which they might as well do since they give you infinite inventory space these days anyways.
