Lowers defense (or another stat) but fully heals you ?

One use is fine but if you keep using it to heal yourself, you stat get lower which is bad. So no it is a compeltely harmful move that hinder you more than it helps you.

Unless, of course, the stat is a stat that is useless for the Pokemon using it, like lowering Attack on a Special attacker.

I could see it work for slower pokemon. Heal off all the damage, then immediately switch out before the opponent can take advantage of the weakened stat. May be a bit predictable though.
