Sinnoh. I can't remember half of them, and the leaders were terrible.
I will say that it's cool there was a Electric-type gym, but that hardly makes up for the rest.
I almost cannot remember any of the gyn leaders from Sinnoh. When I looked up the gym leaders, I didn't even remenber battling them aside from Crasher Wake, Roark, and a bit of Gardenia. When I looked them up, I totally didn't remember Maylene and Candice at all. I remembered Byron and Volkner briefly upon seeing them. --- Game news is the best news.

Cerulean did not require any HMs. I think he is referring to Vermillion and Celadon, both of which required Cut.

I'd say Johto for sheer wasted potential. Falkner, Bugsy, and Chuck used no new Pokémon, in spite of the game having enough new Pokémon of their respective types to replace all of their currently used ones. What's more they weren't far enough along for BST to be an issue. Hoenn's leaders were extremely forgettable. That and the fact that it was gen III just make them pretty bad. --- So I'm still waiting for Daisy to reappear in something that's not a spinoff. I'll probably end up dying first or something but optimism is fun.
Having played Gen 1 and 2 and playing through White 2 now, I have to say White 2. The gyms seem pretty random, the leaders pretty bland, and with over 600 damn monsters each gym is full of the same two or three monsters. Its pretty tedious. --- R.I.P LaManoNera 04-06-2009
