I've always found Blizzard, Thunder, and Fire Blast less powerful

It's a risk vs. reward thing. Blizzard is stronger than Ice Beam, but has lower accuracy and PP. Do you risk missing, or go for a sure thing, if slightly weaker?

But I agree. I've always preferred to just use Thunderbolt over Thunder.

I'd consider using them if they weren't 5 PP moves (I know Thunder isn't, so maybe I'm talking out of my ass)

For some reason I just don't like using 5 PP moves. That's why I'm really glad they finally upped Giga Drain. That move wasn't good enough to only have 5 PP

Really, they're pretty balanced. Fire Blast has 85% and Thunder and Blizzard can become perfect-accuracy moves with the right weather.
