Part of me think its a reptile-type Pokémon with bat-like attributes.

Reptile-type? When was that revealed?

Not a type, but if taxonomy existed.

When did bats have long sinuous tails and scaled body?

When did Wyverns have giant sonic based ears and fur around their necks?

And also we have no way of knowing if Noivern has scales. It's not like Pokemon are given that much detail. I personally think his skin looks more like cowhide.

Well I'm willing to allow the large disc ears as part of the originality of the pokemon and the fluffy mane is seen on bats as well.

I'm going to back pedal a bit and say it combines the sonic attributes and the fur as the part bat it has going for it, but the rest of it as part wyvern and since a majority of its body is wyvernlike, I'll classify it as reptilian making assumptions based on mythos and D&D accordingly even when mythology says that wyverns and dragons have bat-like wings,

As for the hide, you're right, it is hard to tell, though if it has base defense over 90, I'll assume scales, if less, then tough leathery hide.

It's clearly based on a wyvern, despite having a bat-like appearance, and thus is a reptile.

Then again, dragons in certain mythologies have fur.

It's clearly based on both, and is a fictitious creature, and thus is neither
