There are ways to work around it. Its just not very good or easy to do. I mean you could send in a smeargle, spore the enemy, setup something like an aqua ring or an ingrain and baton pass into charizard. This would help to counter act the solar power loss. Although you probably wont be lucky enough to get off a nasty plot. Although with the recovery you could possibly also run a life orb.

literally requiring smeargle to make charizard even somewhat viable
so that's 2 slots to get one not even mediocre pokemon in

awful.
