Because Drizzle and Swift Swim are actually good together, have Pokemon that are actually threatening, rain boosts Water moves, etc.
Drought and Chlorophyll has... Venusaur?
I'm sure alot of pokemon with chlorophyll can be used properly with a skilled . Plus hail and sandstorm have some of their abilities banned (Sand veil and snow cloak) just seems like they're making excuses for other weather.
Also fire moves increase by 50% while water moves get decreased by 50&
thunder and hurricane have 50% accuracy
growth is the same boost as swords dance and nasty plot in one!
Moonlight, morning sun and synethsis heal 3/4 max health.
It's because Pokemon with Swift Swim are almost all entirely Water Pokemon, and the result is basically a boost to speed AND STAB, while no Chlorophyll Pokemon has Fire STAB. Enhanced fire weakness + double speed + Solarbeam only takes 1 turn
