Unburden provides a speed boost, not THE Speed Boost.

Nope. That would just screw sceptile. Solar Power isn't a good ability, period.

Charizard would love Acrobatics+Flying Gem though if he had unburden.

Sceptile is way better built for solar power

He's faster then most Pokemon already

And those solar power buffed giga drains balance out real well
Just do it

It would make far more sense. Its really odd why a fire type would be harmed by sunlight, but it makes sense for a grass type being both boosted/harmed by intense sun. As for Unburden, it makes much more sense for a flying type. Really, almost anything would be a better ability for charizard than solar power, and sceptile would enjoy the power boost much more than a speed boost, seeing as its speed is already fairly impressive. And sceptile has several recovery options to mitigate the sun damage, while charizard only has roost, which is far too risky to run.

I forgot about giga drain. But w/o giga drain SP Sceptile would still be ruined by sashes, sturdy, choice scarves, and priority moves. That's why SP's not a good ability. Unless you have a giga drain variant, you have the staying power of a combee.
