What makes Tri Attack a Normal move? What makes Pursuit a Dark move? Same with Beat Up. What makes Mega Punch a Normal move? What makes Cut a Normal move but Fury Cutter and X-Scissor Bug moves?

Pursuit: Attacking someone while they have their back turned and are running away, even when the rules declare a Pokemon stop being attacked after attempting to return to their Pokeball. I'd say it's a pretty dirty move.
Mega Punch: A normal person with no real skills or talents decides to make their super awesome killing move: THE MEGA PUNCH! Basically a normal, everyday nerd with a power fantasy. I guess.
