Because even Charizard fans are aware of how bad it is in a competitive environment. There are much better Pokemon to be using.

Don't the tier placements also depend on how well the Pokemon does when it is used? If 80% of users used Charizard and lost all their battles, that wouldn't make it jump to OU despite it being the most used Pokemon.

Ever since Smogon started doing weighted usage stats, yes.

They're still based on usage, but they're also weighted to ensure that bad players don't influence the stats as much.

Well... 50% HP gone from Stealth Rock and he's only really useful in a Sun Team and then his ability, while making his attacks powerful, hurt him too much imo.

Because currently, most of the pokemon usage competitevly depends on if it's eak to stealth rock or not, which is kinda silly, and I peronaly think that move should have never been introduced.
