Ah, the ambiguities of the English language. Do you mean it should as in "it ought to but doesn't", or "it does if you do it right"? Because I can get behind the former, but not the latter.

The whole IV problem can be solved just by including items or other features that can alter them.

No, both it and EV training ought to take 30 seconds. Just let a trainer choose to boost a particular stat every time the Pokemon levels up like in paper Mario
