RNG is used to generate Pokemon with better IVs, not how a Pokemon grows.

Growth rate is pretty much set in stone with Base Stats, IVs, and Natures. EVs give boosts to the stats they're trained in.

So, when someone says they're abusing the RNG, that means they're trying to get Pokemon with good IVs.

They do have set gains. RNG just means "random number generator". The game still needs random numbers for encounters and damage calculation.
