I don't think changing BST is ever a good idea. It's far better to see new abilities or moves to give the Pokemon a better niche. Just look at dragon dance or the weather abilities. But the simple fact is that most Pokemon plain suck anyway.

Has GameFreak ever just changed a pokemon's base stats outside of the Special split? i thought they had a rule of thumb not to do that, hence things like the ability Pure Power being given to Azumarill.

Things like Gengar, Alakazam, Zapdos, and Mewtwo don't.
But things like Machamp definitely need to be buffed.

had tms ever been infinite use? Had a pojemin ever been able to evolve under conditions that it previously couldn't? Has pokemon ever not done a standard "third" game? Had pokemon ever had somethinf like fusing two pokemon into one?

Sometimes things that havent been done are just that. Things that habent been done, yet.
