all cipher would need is one of the scientists who made the shadow pokemon to escape orre with his/her research and flee to the new country. then he could join up with the local group and start to mass produce more shadow pokemon. have it where the group captures the games legendary and turn it shadow. then when you beat the group for good, all the shadow pokemon are sent into the wild. have it where even when purified it can still use 1 shadow move, and not shadow rush. make it where the old shadow pokemon are a bit stronger then their original forms. also, it could be a fun way to get old legendary pokemon. and give all the legendary pokemon their own special shadow move

At the end of XD, you defeat the leaders of Cipher, but one of Greevil's sons runs away and vows to bring the group back.

Ardos's words are nothing more than egotistical boasting from a moron who can't figure it out. Greevil is DONE! Without him, Cipher is DEAD! And no doubt Greevil will be telling the cops everything about Cipher's activities, so Ardos won't even get so much as a chance to boss a Peon around before everything gets shut down on him.
Evice is DONE! Without him, Cipher is DEAD!
They got around that by saying Evice was merely a regional leader, but Greevil was the absolute master of all of Cipher since the very beginning. Past him, there's nobody higher-ranked.
XD is an interesting game in retrospect. The obvious reason to make XD, at launch, besides just "MONEY" was a way to get Lugia. The other reason, which only became clear with DP, was as a testing ground for the physical-special split. Shadow Pokemon would be interesting (and I would agree that if there is a future Shadow Pokemon game, the Shadows should end up with Hidden Abilities as well as a few moves to improve Pokemon that aren't as competitive.
