It looks like the rock-climbing gym leader trains Dark type Pokemon

He is rock climbing,

his name is a pun on Granate.
he has gems in his hair due to rocks,

he will be rock or ground type. seems incredibly obvious.

Leader names tend to have puns in them based on what type they train.

Kuro means black/dark.

This only goes for English names.

Right, just like "Clair" is a great pun about dragons that clearly makes sense to everyone. :P

Also, most of the Japanese Gym Leader names are indeed puns on their types. Example:

There's still more evidence of he/she being a rock/ground type user.

Gems are rocks.

He/she's good at rock climbing.

His/her hair is shaped like a rock.

Badge is shaped like a bunch of bricks.

It could be that they're going to go with a fruits theme instead of type puns... and the 'kuro' in 'zaukro' may be a pun on the character's skin color... Which... is sadly something Japan would do. The Citron name may be a "tron" (as in elecTRONic, and the Disney film) pun referencing his robotic features and scifi-looking gym.
