Why do people so quickly assume that fairy is going to be godlike? Was Dark type godlike in gen 2?
Well, considering the only Dark types in Gen 2 were Murkrow, Houndoom, Umbreon, and T-Tar, all of whom could easily be beaten by pokemon that are easily accessible in-game, there's really no much with which to compare
I dunno how much the metagame is going to change; however, if Steel is strong against Fairy, what I am sure of is at least this:
1) Steel types will still likely remain dominant; they already are dominant, thanks to their resistance to numerous types and to Sandstorm, as well as their immunity to poison. 2) Fighting types will still probably be in popularity to counter Steel types. 3) Dragons will go down a notch thanks to their newfound weakness. 4) Poisons will go up a notch or two to counter Fairies.
