I would think they are endangered pokemon and the poke labs take them in to breed them.

How is it that Twins who look about 5 can have pokemon, but Ash was 10 when he got Pikachu?

I'm sure it's like gifts. Someone gave them Pokémon by family members at a young age.

Like how some people got an NES as young as 2 or 3 when some people didn't see a system until they were like 5 or 7.

If Mudkip's evolutions, Osharott as a whole, and Chespin and Fennekin weren't ugly, maybe I wouldn't box them up forever!
