Does endeavor always move second?

I want to try out the infamous FEAR strategy on a friend, but we will be playing level 100s on Wi-Fi, where a Rattata could potentially outspeed some Pokemon. Does it give up priority, or could it be used first to no effect?

Nope. Its priority is 0 (like most other moves).

It is speed priority 0, so it will depend on what your opponent does.

Fear is outdated anyway use a phanpy it's cuter and ice shard hits ghosts. Or of you want to be practical scrappy taillow is pretty much guaranteed to take down one, of course fear is hard to use at lv100 why not try riolu instead? Gimmicks are fun but you have to know how to use them
